Hands-on Lab: Shaping the future of consortial open access funding in dialogue with library acquisitions

The transformation of scientific publications to Open Access has been one of the most important international developments in the publishing system for several years. Among the many challenges of the transformation, financing models are particularly central. Author-side fees and transformation contracts for Open Access are being criticised. One alternative is consortial = joint financing of open access via academic libraries.
In practice, this presents several challenges. These relate to the composition of the packages, pricing and transparency with regard to cost calculations. In the case of journals, stable long-term financing must also be secured. On the other hand, acquisition departments are faced with the need to cut costs and uncertainty regarding the permissibility of financing open access consortia.
The aim of the workshop is to jointly develop the needs of library acquisitions in consortial open access financing.
The workshop is being organised by four initiatives: FID Erziehungswissenschaft und Bildungsforschung im Fachportal Pädagogik with the BMBF project edu_consort_oa, KOALA AV of KIM Konstanz / Technische Informationsbibliothek, KOALA-SLUB of SLUB Dresden and Open Library Economics (OLEcon) of ZBW - Leibniz-Informationszentrum Wirtschaft.
After a brief introduction, the workshop will use the World Café method. The topics for the group work will be prepared in a participatory manner in a pad where participants can contribute ideas in advance. The results of the group discussions are presented in plenary. They also provide information on further work to successfully organise sustainable open access funding.

Diamond Open Access, but international: Cross-border funding solutions in the KOALA model

Free publication in the Diamond Open Access model should be made as international as the publishing world is international - this key insight forms the basis of the internationalisation efforts in the KOALA-AV project ("Building, expanding and anchoring consortial Open Access solutions"). In the KOALA model, consortia are organised for the fair financing of bundles of journals or series in Diamond Open Access. In contrast to national models or individual participations by international players, international consortium leaders are also activated and involved in KOALA-AV. How can this be achieved and how do our partners see themselves? Which other international players need to be considered in the environment, which participation models are conceivable? What impact can this have on the publications?

Enabling sustainable structures. Needs and perspectives of consortium centres in Diamond Open Access funding

Session: Perspectives from sustainable OA transformations
The organisation of consortial Open Access offerings in the public domain makes an essential contribution to Open Access transformation. Currently, 13.7 per cent of journals are published in Diamond Open Access (Open Access Monitor, as of 12 December 2024). One of the tasks of the KOALA-AV project (Konsortiale Open Access Lösungen Aufbauen, Ausbauen und Verankern, funded by the Federal Ministry of Education and Research) is to provide sustainable funding and transfer further journals to this business model. This will improve the conditions for consortium formation, optimise the model and advance the Open Access transformation. Surveys in the project have shown that libraries have great confidence in Diamond Open Access consortia. Closely linked to this is the hope that models such as KOALA will establish themselves in the future as an alternative that can only be realised jointly.
The presentation will therefore focus on examples of experiences in setting up consortium centres as actors in the open access transformation in the KOALA-AV project. Based on the survey of needs and perspectives of consortial institutions in workshops and informational discussions as well as the challenges in expanding and anchoring consortial Open Access solutions, it highlights the mutual transfer of knowledge between the KOALA model developed by the German National Library of Science and Technology (TIB) and the Communication, Information and Media Centre (KIM) of the University of Konstanz as well as project partners and other stakeholders such as specialised information services (FID) using concrete examples. In particular, the experiences and lessons learned by the SLUB Dresden in setting up a pilot KOALA funding programme will be presented and different needs arising from the specialist and/or regional focuses of consortium-leading institutions will be taken into account.
